Why does the U.S. lack a national healthcare system? What is the difference between Canada's socialized Insurance model of healthcare and Britain's "socialized medicine" model? Will health care reform be a reality in the U.S. "soon? Is it possible to control health care costs without global budgeting? This course will examine health care policy in four industrial democracies: the U.S., Canada, the United Kingdom and Germany. Specifically, it will compare health policy in these countries on the basis of access, cost, technology and health outcomes. In addition, health care policy will be placed in historical and institutional perspectives.
